Senior Project Manager

We have a requirement for a Senior Project Manager for one of our Federal Government clients.

Mandatory Requirements:

  • Recognized university degree in Project Management (Masters in Project Management) or a current certified designation in project management (example: PMP from PMI).
Rated Requirements:
  • 5-10 years of experience in providing advice & expertise in the form of briefings, presentations, written reports, options and recommendations to senior management regarding the status of the project to resolve issues.
  • 5-10 years of experience managing and delivering large-scale IM/IT projects defined as having a minimum annual budget of $4M with a minimum of 150 person hours per year.
  • 5-10 years of experience working with cross functional experts in an IT organization to deliver projects with multiple releases on time within scope and budget.
  • 5-10 years of experience preparing detailed work plans for the project deliverables and taking corrective actions to ensure deadlines are met.
  • experience in the assessment and / or review of large scale projects, including assessment and management of risk, within the last 5-10 years.
Tasks, Activities, Deliverables and Milestones:
  1. Define and document the IMSD objectives for the project; determine budgetary requirements if required, the composition, roles and responsibilities for the project team.
  2. Meet in conference with stakeholders and other project managers and states problems in a form capable of being solved.
  3. Formulate statements of problems; establishes procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtain approval thereof.
  4. Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools.
  5. Manage several Project Managers / leaders in a matrix environment, each responsible for an element of the project and its associated project team.
  6. Manage the project during the development, implementation and operations start-up by ensuring that resources are made available and that the project is developed and is operational within previously agreed time, cost and performance parameters.
  7. Report progress of the project on an ongoing basis and at scheduled points in the life cycle.
  8. Reviews and maintains project risk log and prepares mitigation strategies for action as necessary.
  9. Identify issues and options, recommend and take correction action as necessary to meet agreed-upon time, cost and performance expectations.
  10. Develop/prepare a transition plan. This includes knowledge transfer, transitioning open project issues that are material in the operational world, organizing and archiving project documentation appropriately to facilitate access by the operational team.
  11. Log / conduct an effective "lessons learned" session at the end of the project
  12. Obtain project sign-off from client organization.

Senior Business Consultant

We have a requirement for a Senior Business Consultant for one of our Federal Government clients.

Mandatory Requirements:

  • Must have a minimum of ten (10) years of experience in information technology (IT) related systems.
  • Must have a minimum of ten (10) years of experience in integrating electronic information management systems with existing business operations for business units of hundred (100) people or more
  • Must have experience in at least three (3) projects for a large organization(s) (250+ personnel) within the past ten (10) years with gathering and documentation of business and functional requirements.
  • Must have a minimum of ten (10) years of experience in development and management of project plans, including timelines, deliverables, milestones and costs for information systems.
  • Must have a minimum of three (3) projects within the past ten (10) years demonstrating strong oral and written communications skills in meetings and presentations for senior management.
  • Must have current certification in project management (e.g. PMI) or service delivery (e.g. ITIL) or management consulting (e.g. CMC)
  • Must have a minimum of three (3) years demonstrated experience with MS Project, MS Office (any version) and Adobe Acrobat Professional.
Rated Requirements:
  • Experience in successfully integrating electronic information management systems with business operations.
  • Experience within the past ten (10) years gathering and documenting business, functional and security requirements.
  • Experience in development and management of project plans, including timelines, deliverables, milestones and costs.
  • Experience with Electronic Standards for the Transfer of Regulatory Information (ESTRI) gateway protocols and standards.
  • Experience working with ICH Individual Case Safety Report (ICSR), XML message standards (ICH M2 Document Type Definition (DTD) of the Electronic Transmission of Individual Case Safety Reports message Specification.
  • Experience in the past five (5) years with integrated IT systems with the Government of Canada (GC) Internal Credential Management (ICM) public-key infrastructure and/or the GC External Credential Management (ECM) identity management shared services for authentication and secure communication of Protected B information.
  • Experience in the past five (5) years with the implementation of business systems that use electronic signatures.
  • Experience in the past five (5) years with structured documents and forms to capture and transfer information using XML.
  • University Degree in Computer Science or Business Information Systems.
  • Experience in a health or regulatory organization.
Tasks, Activities, Deliverables and Milestones:
  1. Gather and refine high level business requirements for the E-Review 2.0 project;
  2. Conduct business analysis of the business requirements and recommend alternative options to meet business requirements in a timely fashion;
  3. Develop and document statements of requirements, and cost/benefit models for identified alternative options;
  4. Perform business analysis of functional requirements to identify information, procedure, and decision flows;
  5. Provide advice on the implementation and deployment of the E-Review 2.0 project deliverables for the Therapeutics Products Directorate (TPD), Biologics and Genetic Therapies Directorate (BGTD), Veterinary Drugs Directorate (VDD), and other Directorates in the HPFB;
  6. Research, document, analyze and compare Electronic Regulatory Activities (ERA) solutions adopted by other national and international regulatory organizations as applicable;
  7. Liaise with, and provide support to, the Group on Electronic Regulatory Activities (GERA) representing a broad base of stakeholders from all areas of the HPFB and regulated industry; and
  8. Prepare reports, briefings and presentations on the E-Review 2.0 project vision, strategy, design, business case, and plan, as required.
